A Guide To Filling Out The Toronto Works Form
City of Toronto Pollution Prevention and Sewer Bylaw for Auto Refinishing The City of Toronto, Works and Emergency Services is faxing and mailing a package to auto refinishers in Toronto. This update will assist shops, jobbers and coatings firms with any questions they may have. Toronto bylaw #457-2000 requires most businesses to fill out a pollution prevention plan by December 31.
All mechanical repair garages including dealers, collision repair shops, gas stations, car washes, transmission shops and exhaust repair shops MUST fill out the form sent to them by the City of Toronto. Fines for not filling out the form and mailing it back to the City by December 31, start at $5,000 and go up from there.
Most of the forms sent out by the City to other repair facilities are complex and from 8-10 pages long. Because your association worked with the City of Toronto to simplify our sector's reporting requirements, the form to be filled out for auto refinishers is only two pages long and most of the work has been already handled by your association.
If filling out the simplified form takes more than 90 seconds then you are doing something wrong.
1) FACILITY INFORMATION
Insert your name and type of business (options supplied on the form) and where you are located and who is the contact. Your City of Toronto business license number is on the next line- write it in. If you do not have a City license you must obtain one by calling the City of Toronto. Your spray painting license number is inserted next. Your provincial Ministry of Environment Certificate of Approval number is inserted next. ( If you do not spraypaint then it is not required nor is your City spray painting license) If you do not have a Certificate of Approval and you are painting, you must obtain one. Call 1-866-309-4272 and your association will handle this for you. NAICS and Industrial Catagory number -Your association has already filled this in for you-leave it alone. Do you spray paint? If yes, fill out the rest of the form. If NO, please sign the form now and mail in.
2) SCOPE OF THE PLAN
Do you spraypaint? If yes,check off the box. Do you generate any other pollutants? If not, and the vast majority of shops would not, then do not put anything in the box. For product used- just insert in the box beside the Paint box, your paint manufacturer(not local supplier). In the solvent area- just write the manufacturer's name in the box next to it. (Your association has agreed to forward the MSDS sheets to the City of Toronto so the shop does not need to forward any other data)
3) DESCRIPTION OF TYPES, QUANTITIES ETC.
Your association has this done for you.
4) DESCRIPTION OF CURRENT WASTE REDUCTION
Just answer the questions yes or no in the boxes provided. A waste hauler is mandatory and needs the name of the hauler inserted.
5) DESCRIPTION OF POLLUTION PREVENTION
Read the options- if you think that you want to use these suggestions and implement in your shop (and they are good suggestions) within the next few years then mark YES, if not mark NO.
6) LIST OF POSSIBLE 3 AND 6 YEAR TARGETS
Your associaition has already filled this out for you.
Insert your name and shop name. Sign, date and mail. These answers will work for the vast majority of shops- if your shop is somehow different, then please overwrite our suggestions and the printed responses on the form and put in your own.
