Environment Canada is proposing new rules on paint coatings that will change the products you buy and how you will apply them in the future.

AUTOMECHANIKA COMES TO CANADA

Messe Frankfurt, the producer of eleven Automechanika automotive trade shows around the globe, is teaming up with CarFixWORLD to make Canada number twelve. With over 250 exhibitors and 4,000 attendees anticipated, Automechanika Canada is destined to be our country's largest aftermarket trade show.
To be held September 26-28 at Toronto's International Centre, the show has to be considered a giant leap forward for the Business Information Group (BIG). The publisher of SSGM and other automotive industry magazines, BIG realized that many players in the Canadian aftermarket - suppliers and retailers alike - wanted a comprehensive trade show.

Anyone inclined to go "ho, hum" concerning the joint Messe Frankfurt/BIG announcement is missing its significance, according to Burkimsher. This puts the city of Toronto and the Canadian aftermarket on an international stage with Bangkok, Buenos Aires, Dubai, Istanbul, Kuala Lumpur, Mexico City, Moscow, Rome, Shanghai, St. Petersburg and, of course, Frankfurt, where the Automechanika brand had its beginning, he said.
The 2006 Automechanika show in Frankfurt attracted an astounding 165,000 visitors, 40 percent of them from outside Germany. These attendees included a significant increase in top decision makers from previous years. In addition, 96 percent of all visitors were satisfied with the exhibits and product groups at the show. This growth and satisfaction is a trend throughout all the Automechanika shows worldwide, confirming a positive outlook for the future of the industry.
Automechanika Canada will cover the entire spectrum of the aftermarket:
Featured product groups will include parts & systems, accessories & tuning, repair & maintenance, service station & car wash and tires & wheels. Additional programs will include conference sessions featuring product innovation and technical training, career opportunities for apprentices and students, product demonstrations, and industry displays. Competition Bureau Settles Case Involving Auto Body Shops
Ottawa, February 16, 2007 - The Competition Bureau announced today that it has settled a price fixing and price maintenance case involving six auto body repair shops in Fort McMurray, Alberta. The settlement was reached between the Director of Public Prosecutions and Shamrock Maintenance & Hotshot Services Ltd., Pete's Custom Coachwork, Birchwood Auto Body, Alberta Motor Products Ltd., Noral Motors and Lane's Auto Shop.
"Conspiring to fix prices and price maintenance are criminal offences with serious consequences," said Denyse MacKenzie, Senior Deputy Commissioner of Competition. "Criminal cartels cause damage to our economy and can drive up prices for Canadian consumers."
The settlement will ensure that auto body repair shops comply with the Competition Act and that consumers benefit from competitive labour rates for auto body repair services.
The parties have agreed to a binding court order issued by the Federal Court of Canada under the Competition Act, requiring a change in their conduct regarding the setting of labour rates for auto body repair work. The consent order prohibits the six companies from:
- directly or indirectly, engaging in any communication or exchange of information of any kind with each other relating to pricing of products or services to customers or insurance companies
-
entering into any agreement or arrangement of any kind relating to pricing of products or services to customers or insurance companies with any person engaged in the sale and supply of auto body repair services in Fort McMurray.
The court order prohibits the commission of any acts or things constituting or directed toward an offence under sections 45(1)(c) and 61(1)(a) of the Competition Act. Under these sections, it is a criminal offence to agree with competitors to fix prices or engage in price maintenance activities.
According to the Consent Order, the companies have also agreed to publish a corrective notice outlining key terms of the Order in the local newspaper and to implement a compliance program.
The Competition Bureau is an independent law enforcement agency that promotes and maintains fair competition so that all Canadians can benefit from competitive prices, product choice and quality service. It oversees the application of the Competition Act, the Consumer Packaging and Labelling Act, the Textile Labelling Act and the Precious Metals Marking Act.

ONTARIO COLLISION REPAIRERS GET LOWER
WSIB PREMIUMS AGAIN
Fifth year industry efforts have reduced shop costs
Since 2003, efforts by trade associations and others have been positive with the continuing results of lowered WSIB premiums.
The new rate for vehicle service and repair shops for 2007 is $3.33 for every one hundred dollars of payroll. This rate is down 7 cents from last years' rate and down from $3.72 per $100 assessment in 2003.
"Lost time and critical injuries are down again in the sector but strains and sprains continue to be a problem", sys Tony Nigro, President of the Hamilton district Autobody Repair Association (HARA).
HARA is a member of the Vehicle Sales and Service Committee for the Ontario Service Safety Association (OSSA), long a leader in health and safety workplace programs.
"More shop employees than ever before are taking our WHMIS classes both in their shops and in the classroom", says Tony. HARA now offers WHMIS training every third Wednesday at their training facility to meet demand for walk-in students.
"We have also arranged a discount for OSSA health and safety training materials and supplies for members to help them meet their safety obligations."
With increasing enforcement activity by the Ministry of Labour, including a recent jailing of a shop owner for refusing Ministry inspectors entrance, the association is urging shops to call them at 1 866 309 4272 if they are faced with compliance orders or a requirement for health and safety changes in their workplace.

COLLISION REPAIR INDUSTRY ASSOCIATION URGES CHANGES IN ENVIRONMENT CANADA PROPOSALS
Federal Government Is Recommending Significant Changes In Auto Refinish Coatings

The Hamilton District Autobody Repair Association (HARA) has been involved with stakeholder discussions with coatings firms, regulators and others relating to the proposal to reduce the VOC content in auto refinishing coatings product. The association has held a number of open opportunities for discussion with the industry including a presentation on September 30 at the National Trades Centre (Direct Energy Centre), Exhibition Place and a recent workshop in London on November 29. Over 125 industry attendees learned at the London workshop what impact these proposals may generate at their shops and how best to operate an environmentally friendly repair shop. Further industry workshops are planned in Halton region in February and Toronto in March 2007.
Anthony Nigro, President of the non-profit trade association said, " Our association is very active in environmental issues in auto refinish and we continue to try and assist member shops to meet or exceed environmental compliance requirements. To date, we have helped over 500 shops with their environmental permitting requirements using our simplified and much cheaper streamlined application format."
HARA has submitted a stakeholder brief to Environment Canada relating to proposed VOC emission reduction regulations in auto refinish coatings product. They have identified 10 major recommendations.
They are:
- That a 2-kiloton VOC emission reduction can be achieved through voluntary measures
- That should regulation be deemed appropriate, a stop manufacture date of January 1, 2009 and a stop sale date of Dec 31, 2010
- Grants or incentives be made available to shops to offset changeover costs
- A human resources package to assist in job placement and retraining be initiated for shop personnel that are made unemployed
- Insurance companies only pay auto refinish claims to facilities that are environmentally compliant
- An environmental fund be established with money generated by coatings firms to provide changeover funding for special clients
- Mobile operators/applicators not be exempted from the regulations
- Aerosol containers not be exempted from the regulations
- Environment Canada set aside funds
for enforcement particularly falsified use issues and smugglers
- A co-operative effort with provincial governments to provide "template" permitting and ease of use and costs in new permitting.

MOHAWK COLLEGE GETS $5 MILLION TO HELP
NEW TRADES TRAINING CENTRE
Autobody Wins With Additional Training Spaces

The province of Ontario has given Mohawk College's new Stoney Creek trades training building project a $5 million present. The money will go towards a $19.5 million dollar project at the campus in its first phase and planned for a September 2007 opening.
Mohawk's Skilled Trades and Apprenticeship Research, Resources and Training Institute (STARRT) will, with the extra funding, allow Mohawk College to double their skilled trades enrollment to 1,020 students a year and increase the number of apprentices in all trades by 35 percent to 3,571 students a year.
The $6.6. million dollar autobody and motive power wing is expected to graduate a further 20 autobody and collision repair apprentices once the additional building is completed.
The STARRT project has already received donations for the City of Hamilton of $1.5 million and Dofasco of $1 million. One of the updated areas will be the new Gerald Marshall Truck and Coach Centre. Donated by Gerald Marshall of Marshall Trucking, this 1.2 million donation will expand the tuck and coach program at the campus.
The College will also be receiving over 700,000 dollars in facilites renewal funding to upgrade essential infrastructure throughout the operation.

$1000 INCENTIVE GRANT

The Human Resources and Social Development Minister, who is responsible for the Services Canada agency has announced an incentive grant that extends to autobody and collision repair technician apprentices..
If an autobody or collision repair apprentice who is in a Red Seal program as of Janaury 1, 2007 and has completed their first or second year in the trade, they are eligible to submit an application for the $1000 grant.
It is estimated that annually, some 100,000 apprentices in all trades in Canada will be eligible to receive this taxable cash grant to cover the costs of tuition, travel and tools.
Also available to assist apprentices is:
Effective May 2006, the government introduced a Tradesperson's Tools Deduction to help eligible trades people save on work related tools. An Apprentice Tool Deduction is already in place and apprentices automatically qualify.
An Apprenticeship Job Creation Tax Credit that provides employers with up to $2000 per apprentice for each of the first two years of their contract.
Also available is a $5000 per year per apprentice employer tax credit.

AIA Canada’s Position Regarding Automechanika
Canada / CarFix WORLD Trade Show
At a recent AIA Canada planning meeting held in Toronto on January 24 and 25, 2007, the AIA Executive Committee and senior AIA industry leaders discussed the announcement made by CarFix WORLD and Automechanika Canada to hold an automotive aftermarket trade show in Toronto from September 26-28, 2007.
CarFix WORLD, which is owned by Business Information Group, and Automechanika had invited AIA representatives to sit on an advisory group and support the event. After some discussion, the AIA Executive and its members concluded that AIA Canada and Car Care Canada would continue to reflect the AIA Board of Directors’ decision to not endorse, support or participate in this type of event.
The association however would like to thank Business Information Group for considering AIA Canada as a source of advice and that if further opportunities arise that relate to the overall growth and prosperity of the automotive aftermarket industry in Canada, we would welcome the opportunity to review the details at that time.

Passing of Mr. Bill Payne
The collision repair industry has lost one of its own in the passing of William (Bill) Payne. For many years he led this industry through his involvement in groups like the Automotive Service Association, the Society of Collision Repair Specialists and the Toronto Collision Repair Society. Bill passed away on January 29 and his funeral was held on Thursday at the Hilltop Bible Chapel, 243 LaRose Ave., Etobicoke, Ontario.

NEW ONE DAY RECORD SET FOR COLLISION REPAIR INFORMATION
Over 24,000 Hits And 1550 Visitors In A 24 Hour
Period Access Collision Data

On Thursday February 1, 2007, the www.ciia.com collision repair information and assistance web site had a record day. Normally the site receives some 10-11,000 hits per day and some 400 or so actual visitors each day, however, a new record level was set on February 1 with 24,260 hits and 1554 actual visitors looking at the site. If this rate keeps up, we will have over 45 million hits this year and the number of actual vistors will exceed the total employment population of the collision repair industry in Canada by a factor of 15.
We are very encouraged by this electronic interest in the web site. Over 2400 pages of document were reviewed on February 1, with 20,557 files reviewed, with the busiest times being 7 and 9 am and 5 pm.
About 73% of the access was from Canada or possibly the U.S. with an additional 17 % access unknown, but in North America.. The balance of the 44 countries that inquired that day start with 1.72% from the Russian Federation and go to 0.07% from Morocco
Over 1224 URL's were reviewed by viewers that day with the most popular being employment, insurance and news events pages.

WARNING: U.S. IMPORTED SALVAGE VEHICLES MAY BE AUTOMATICALLY REBRANDED BY ONTARIO

Importers, auctions, dealers and individual vehicle owners are now being impacted by a decision taken by the Ontario Ministry of Transportation to "re-brand" imported vehicles that appear to have been flood damaged, even though the vehicles were legally imported into Ontario.
Complaints from vehicle owners started in mid -summer 2006 and recently have increased in number as motorists receive letters for the Ontario Ministry of Transportation advising them that the "rebuilt" vehicle that they are driving must now have plates surrendered and will be reclassified as a parts only or "irreparable" vehicle even if the vehicle has been legally imported and meets all Ontario standards.
The problem is that Ontario regulations on flood damaged vehicles often do not have a U.S. equivalency in each state.
Here is how it works:
A vehicle is flood-damaged in a U.S. state, let's say New York. Because the state does not have a regulation that identifies "flood-damage" , the vehicle is legally branded as "salvage". The wholesaler or dealer imports the vehicle to Ontario legally as salvage, and declares that to Customs and the Registrar of Imported Vehicles, registers the vehicle as salvage in Ontario, completes the repairs and has the vehicle legally inspected to put on the road successfully as "rebuilt"
However, if the flood damage to that vehicle had instead happened in Ontario, the vehicle would be branded in Ontario as irreparable or parts only.
The Ministry of Transportation's Motor Vehicle Branding Unit in St. Catharine's, finds the documentation from the U.S. that identifies the vehicle is flooded and although the brand was applied legally in that state, will change the brand in Ontario to irreparable.
This policy will create problems for those vehicles currently in road-use as the current owners may then take action against the company or person that sold them the vehicle.
"The challenge for those that possess these vehicles is that the Ministry's policy prohibits the vehicle owner from changing the brand to the brand the vehicle would have had should the damage be done in Ontario. Traditionally, the Ministry will obligate the vehicle to go back to the originating jurisdiction to have a brand change done there, but the originating jurisdiction does not have that brand legally available. The vehicle owner has met all the legal importation and registration requirements in Ontario, yet will lose the ability to continue to drive this car" said John Norris of the collision repair organization, ciia.com " One of the questions remaining, is whether the current Ontario vehicle owner knew that the vehicle had a flood-damage history"
Shops, auction house and dealerships should be cautious about coming into possession or the sale of salvage brand U.S. originated vehicles as the Ministry may reclassify those vehicles as parts only, even if importation, repair, inspection and licensing have all been done legally if there is evidence of flood damage prior to importation .
